Appropriates $53,272,500 to the Department of Juvenile Corrections for fiscal year 2020 (July 1, 2019 through June 30, 2020) from multiple funds including General Fund, Miscellaneous Revenue Fund, Federal Grant Fund, and specialized funds.

Allocates funds across four operational areas: Administration ($4,695,200), Community, Operations, and Program Services ($11,426,500), Institutions ($34,088,400), and Community-Based Substance Abuse Treatment Services ($3,062,400).

Authorizes a maximum of 414.00 full-time equivalent (FTE) positions for the Department during the fiscal year, with any increases requiring Governor approval.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any FTE position increases authorized by the Governor.
