Appropriates $3,437,100 total to the Soil and Water Conservation Commission for fiscal year 2020 (July 1, 2019 through June 30, 2020) from multiple funds including General Fund ($2,753,500), Federal Grant Fund ($290,300), and Resource Conservation and Rangeland Development Fund ($333,300)

Authorizes no more than 21.75 full-time equivalent positions for the Commission during the fiscal year 2020 period, unless specifically authorized by the Governor

Distributes $100,000 equally among the 50 soil and water conservation districts in addition to amounts already authorized under Idaho Code Section 22-2727
