Appropriates $4,695,800 to the STEM Action Center for fiscal year 2020 (July 1, 2019 through June 30, 2020) from the General Fund ($2,589,600), STEM Education Fund ($2,006,200), and Miscellaneous Revenue Fund ($100,000)

Breaks down appropriations into personnel costs ($579,300), operating expenditures ($4,111,500), and capital outlay ($5,000)

Authorizes the STEM Action Center with no more than 6.00 full-time equivalent positions during the fiscal year, unless the Governor authorizes additional positions

Requires the State Controller to transfer $1,000,000 from the General Fund to the STEM Education Fund on July 1, 2019, or as soon thereafter as practicable

Mandates the Joint Finance-Appropriations Committee be notified promptly of any increased positions authorized by the Governor
