Appropriates $1,033,196,800 total ($1,018,196,800 from General Fund and $15,000,000 from Federal Grant Fund) to the Public Schools Educational Support Program's Division of Teachers for fiscal year 2020 (July 1, 2019 through June 30, 2020)

Transfers $1,018,196,800 from the General Fund to the Public School Income Fund for the specified period

Designates $17,850,000 of appropriated funds for professional development supporting instructors and pupil services staff to increase student learning, mentoring, and collaboration, with distribution by formula set by the Superintendent of Public Instruction

Defines "distributed" as moneys transferred to school districts and public charter schools with no funds withheld for other contracts or administrative costs

Requires an independent external evaluation of the College and Career Advisors and Student Mentors Program with results reported to the Joint Finance-Appropriations Committee and Senate and House Education committees by February 1, 2020
