House Bill 222 - Summary

• Appropriates $329,286,900 for the Public Schools Educational Support Program's Division of Children's Programs for July 1, 2019 through June 30, 2020, funded from the General Fund ($72,990,500), Cigarette/Tobacco/Lottery Income Taxes ($4,024,900), Opportunity Scholarship Program Account ($3,156,500), and Federal Grant Fund ($249,115,000).

• Caps Idaho Digital Learning Academy (IDLA) tuition at $75.00 per enrollment and directs it to provide remedial coursework, advanced learning opportunities, and dual credit coursework.

• Allocates $4,024,900 in tobacco, cigarette, and lottery funds to school districts and charter schools for school safety improvements and substance abuse prevention programs.

• Directs $4,715,000 for remedial coursework, $4,820,000 for English language learner programs, $1,000,000 for gifted and talented programs, and $1,600,000 for digital content and curriculum purchases.

• Requires independent external evaluations of the Advanced Opportunities Program and Literacy Intervention Programs to be reported by February 1, 2020, and appropriates $26,146,800 specifically for K-3 literacy instruction and intervention.
