Appropriates $16,107,400 to the Office of the State Board of Education for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed across OSBE Administration ($15,577,700) and Charter School Commission ($529,700)

Authorizes a maximum of 35.25 full-time equivalent positions for the Office of the State Board of Education during fiscal year 2020, with the Joint Finance-Appropriations Committee to be notified of any increased positions authorized by the Governor

Reappropriates any unexpended and unencumbered balances from the Public Charter School Authorizers Fund for fiscal year 2019 to be used for nonrecurring expenditures in fiscal year 2020

Requires the State Board of Education to provide an annual update to the Joint Finance-Appropriations Committee regarding all sublease rent payments and outstanding amounts related to Senate Concurrent Resolution No. 105

Allocates up to $100,000 from the Opportunity Scholarship Program Account for external evaluations of literacy intervention programs, advanced opportunities program, and the College and Career Advisors and Student Mentors Program, with results due to legislative committees by February 1, 2020
