Appropriates $5,878,800 to the Idaho Commission for Libraries for fiscal year 2020 (July 1, 2019 through June 30, 2020) from General Fund ($4,154,700), Miscellaneous Revenue Fund ($70,000), and Federal Grant Fund ($1,654,100).

Authorizes a maximum of 37.50 full-time equivalent positions for the Idaho Commission for Libraries during fiscal year 2020, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Requires the Idaho Commission for Libraries to submit a report to the Legislative Services Office by September 3, 2019 describing all online services, target audiences, applied filters, and vendor compliance certification.

Allows $12,600 of the $200,000 onetime appropriation for the Talking Book Service to be repurposed for trustee and benefit payments for broadband reimbursement through the Education Opportunity Resource Act.

Declares an emergency effective upon passage and approval for Section 4 regarding the appropriation repurposing.
