Appropriates $40,514,800 to the Superintendent of Public Instruction for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed across personnel costs, operating expenditures, capital outlay, and trustee/benefit payments.

Funding sources include General Fund ($15,490,600), Federal Grant Fund ($14,651,300), Broadband Infrastructure Fund ($2,700,000), and six other dedicated funds.

Allocates $2,700,000 from the Broadband Infrastructure Fund for broadband-related expenditures.

Authorizes a maximum of 142.00 full-time equivalent positions for the Superintendent of Public Instruction during the fiscal year, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized beyond the 142.00 limit.
