Appropriates $60,255,200 to the Department of Lands for fiscal year 2020 (July 1, 2019 through June 30, 2020) across six programs: Support Services, Forest Resources Management, Lands and Waterways, Forest and Range Fire Protection, Scaling Practices, and Oil and Gas Conservation.

Authorizes the Department of Lands to employ no more than 323.82 full-time equivalent positions during the fiscal year, with any increases requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Exempts the Forest and Range Fire Protection Program from object transfer limitations, allowing unlimited transfers between object codes, though legislative appropriations cannot be transferred between funds without express legislative approval.

Transfers $20,000,000 from the General Fund to the Fire Suppression Deficiency Fund to reimburse costs incurred by the Range and Forest Fire Protection Program.

Reappropriates up to $250,000 in unexpended fiscal year 2019 balances for the Land Information Management System and up to $250,000 for the Private Fire and Hazard Management System for nonrecurring expenditures.
