Appropriates $28,755,400 to the Division of Vocational Rehabilitation for fiscal year 2020 (July 1, 2019 through June 30, 2020) across three programs: Extended Employment Services ($4,442,200), Vocational Rehabilitation ($23,941,800), and Council for the Deaf and Hard of Hearing ($371,400).

Funds come from multiple sources including General Fund ($4,442,200 for Extended Employment Services and $4,063,400 for Vocational Rehabilitation), Federal Grant Fund ($17,767,800), and other revenue funds.

Authorizes no more than 150 full-time equivalent positions for the Division of Vocational Rehabilitation during the fiscal year, with any increased positions requiring specific Governor authorization and prompt notification to the Joint Finance-Appropriations Committee.

Requires the Division of Vocational Rehabilitation to provide at least a 4.27% increase in service provision rates to community rehabilitation providers above state fiscal year 2018 rates within the Extended Employment Services Program by July 1, 2019, or as soon thereafter as practicable.
