House Bill 244 Summary

• Establishes a new licensing framework for naturopathic medical doctors in Idaho, effective July 1, 2020, under a new Naturopathic Medical Board advisory to the Idaho Board of Medicine.

• Requires applicants to graduate from an approved naturopathic medical program, pass the naturopathic physicians licensing examination, and undergo fingerprint-based criminal history checks.

• Allows naturopathic medical doctors to diagnose, perform minor office procedures, dispense and prescribe from a regulated formulary (excluding controlled substances except testosterone), and admit patients to hospitals where credentialed.

• Prohibits naturopathic practice of obstetrics, surgery (except minor office procedures), abortion, laser procedures, and ionizing radiation therapy.

• Grants the Naturopathic Medical Board five members (three licensed naturopathic doctors, one physician, one public member) to make licensing recommendations and establishes state preemption of local naturopathic licensure regulations beginning July 1, 2020.
