Appropriates $2,283,000 to the Executive Office of the Governor for fiscal year 2020 (July 1, 2019 - June 30, 2020), consisting of $2,054,400 for personnel costs and $228,600 for operating expenditures.

Allocates $2,259,800 for Administration - Governor's Office, $18,200 for Acting Governor Pay, and $5,000 for Expense Allowance, all from the General Fund.

Authorizes a maximum of 21.00 full-time equivalent positions during the fiscal year, unless additional positions are specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Exempts the Executive Office of the Governor from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs, except that legislative appropriations cannot be transferred between funds without express legislative approval.
