Appropriates $44,141,000 to the Department of Parks and Recreation for fiscal year 2020 (July 1, 2019 through June 30, 2020) across three programs: Management Services ($18,766,900), Park Operations ($19,397,100), and Capital Development ($5,977,000).

Authorizes the department to employ no more than 158.39 full-time equivalent positions during fiscal year 2020, unless the Governor authorizes additional positions with notification to the Joint Finance-Appropriations Committee.

Exempts trustee and benefit payments appropriated for grants in the Management Services Program from standard transfer limitations, allowing transfers to capital outlay in either the Capital Development Program or Park Operations Program to reflect awarded grants.

Reappropriates any unexpended and unencumbered balances from the Capital Development Program for fiscal year 2019 for use in nonrecurring expenditures in the Capital Development Program during fiscal year 2020.
