Appropriates $9,075,700 total to the Legislative Branch for fiscal year 2020, including $8,123,600 to the Legislative Services Office and $952,100 to the Office of Performance Evaluations, funded from General Fund, Miscellaneous Revenue Fund, Legislative Capitol Facilities Fund, and Professional Services Fund.

Reappropriates up to $650,000 in unexpended personnel costs from the Professional Services Fund and all unexpended balances from the Technology Infrastructure Stabilization Fund to the Legislative Services Office for nonrecurring expenditures.

Reappropriates unexpended and unencumbered balances to the Redistricting Commission from the General Fund for nonrecurring expenditures, contingent on the General Fund balance on June 30, 2019 being greater than zero.

Exempts the Legislative Services Office and Office of Performance Evaluations from Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes for all appropriated moneys during fiscal year 2020.

Prohibits transfer of legislative appropriations between funds unless expressly approved by the Legislature.
