Appropriates $27,032,000 to the Department of Water Resources for fiscal year 2020 (July 1, 2019 through June 30, 2020) across four programs: Management and Support Services ($3,213,700), Planning and Technical Services ($12,295,600), Water Management ($10,944,000), and Northern Idaho Adjudication ($578,700)

Authorizes the Department of Water Resources to maintain no more than 163.00 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification

Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling activities

Transfers $5,000,000 from General Fund lump sum appropriations to the Secondary Aquifer Planning, Management and Implementation Fund for aquifer recharge and management activities
