Appropriates $78,760,200 to the Division of Career Technical Education for fiscal year 2020 (July 1, 2019 through June 30, 2020) across five program categories: State Leadership & Technical Assistance, General Programs, Postsecondary Programs, Dedicated Programs, and Related Services.

Exempts Postsecondary Programs from object transfer limitations under Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes for all appropriated moneys during the fiscal year.

Reappropriates any unexpended and unencumbered balances from dedicated and federal funds for fiscal year 2019 to be used for nonrecurring expenditures in fiscal year 2020.

Requires the Division of Career Technical Education to submit a written report by February 1, 2020 to the Joint Finance-Appropriations Committee, Senate Education Committee, and House Education Committee outlining a sustainable plan to support added costs funding for secondary career technical education programs.
