Appropriates $85,108,800 to the Idaho State Police for fiscal year 2020 (July 1, 2019 through June 30, 2020) distributed across personnel costs, operating expenditures, capital outlay, and trustee/benefit payments.

Authorizes the Idaho State Police no more than 606.85 full-time equivalent positions during fiscal year 2020, with Joint Finance-Appropriations Committee notification required for any increases authorized by the Governor.

Reappropriates up to $762,600 in unexpended and unencumbered General Fund balances from fiscal year 2019 for nonrecurring expenditures related to purchasing Watertower lots.

Directs the State Controller to transfer $1,030,800 from the General Fund to the Peace Officers Training Fund on July 1, 2019.

Funds multiple divisions and programs including Brand Inspection ($3,220,000), Director's Office ($2,735,000), Investigations ($10,597,200), Patrol ($43,726,200), Forensic Services ($7,299,800), and POST Academy ($5,132,600).
