Appropriates $604,248,500 total to Idaho's four-year universities and State Board of Education for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed among Boise State University ($226,506,200), Idaho State University ($150,021,900), University of Idaho ($184,534,100), Lewis-Clark State College ($36,770,500), and systemwide programs ($6,415,800).

Reappropriates unexpended and unencumbered balances from fiscal year 2019 dedicated funds for nonrecurring expenditures in fiscal year 2020.

Exempts the State Board of Education and Board of Regents from object and program transfer limitations, allowing unlimited transfers between object codes and programs, except that legislative appropriations cannot be transferred between funds without express legislative approval.

Allocates $902,600 for systemwide needs benefiting all four-year institutions and approximately $1,960,500 for the Higher Education Research Council's mission and goals, including infrastructure awards and competitive grants through the Idaho Incubation Fund program.

Authorizes up to $50,000 for an open education resources pilot program for postsecondary courses to be developed collaboratively across at least four institutions and allows the Division of Financial Management to approve student tuition and fee expenditures for fiscal years 2019 and 2020.
