Requires notice by certified mail to any lienholder within 72 hours (excluding weekends and holidays) when a stolen vehicle is taken into custody and stored, in addition to notice to registered and legal owners.

Modifies notice requirements for abandoned vehicles taken into custody to include notification of any lienholder with a lien on the vehicle within 72 hours (excluding weekends and holidays).

Expands the information required in written notices to include identification of the officer, vehicle location, vehicle description (make, model, year, VIN, license plate number, and state of registration), and for stolen vehicles, the statutory authority for storage.

Requires authorized agents to comply with section 49-1804 provisions following removal of unauthorized vehicles from private property in section 49-1806.

Makes technical corrections to language regarding vehicle descriptions and notice procedures throughout the towing and storage statutes.
