Amends Idaho Code Section 33-308 to revise voter approval requirements for school district excisions and annexations involving bonded debt assumption.

Requires that when an area is excised from a school district with bonded indebtedness, electors remaining in the original district must approve assumption of the portion of bonded debt held by those proposing to leave, but only if the excision would subtract 15% or more of the market value for assessment purposes.

Clarifies that ballot questions regarding bonded debt and interest assumption must be approved by the proportion of votes required under Article VIII, Section 3 of the Idaho Constitution.

Requires the state board of education to ensure the proposed excision would not leave the remaining school district with bonded debt exceeding legal limits before approving the proposal.

Declares an emergency, making the act effective upon passage and approval.
