House Bill 274 - Idaho Transportation Department Appropriations

• Appropriates $727,637,200 to the Idaho Transportation Department for fiscal year 2020 (July 1, 2019 - June 30, 2020) across four divisions: Transportation Services, Motor Vehicles, Highway Operations, and Contract Construction & Right-of-Way Acquisition.

• Authorizes a maximum of 1,648.00 full-time equivalent positions for the Idaho Transportation Department during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

• Continuously appropriates all moneys transferred to the Local Bridge Inspection Fund and Railroad Grade Crossing Protection Fund for the stated purposes of those funds.

• Provides reappropriation authority for unexpended and unencumbered balances from fiscal year 2019 in the Capital Facilities Program, Contract Construction and Right-of-Way Acquisition Division, and Airport Development Grants.

• Authorizes transfer of up to $4,800,000 from the State Highway (Dedicated) Fund to the GARVEE Debt Service Fund for federal bond payments (approximately $63,100,000 total) and transfer of up to $1,176,000 from the GARVEE Capital Project Fund to the State Highway (Dedicated) Fund.
