House Bill 292 - Local Highway District Consolidation Act

• Requires each county in Idaho to be served by one countywide highway district for all city highways and county secondary highways.

• Allows highway districts located in remote and isolated areas with geographical or topographical challenges to petition the Idaho Transportation Board for exemption within 90 days of the act's effective date.

• Establishes that countywide highway districts in counties with populations over 200,000 shall be divided into 5 subdistricts with one commissioner per subdistrict elected for 4-year terms.

• Requires countywide highway districts to consult with local governments and comply with their comprehensive plans when making road planning decisions, but excludes routine maintenance and upkeep from this requirement.

• Mandates phased-in equalization of highway ad valorem tax levies over 5 years and transfers all assets and liabilities from dissolved city and district highway systems to the new countywide highway district.
