Extends the signature-gathering period for initiative petitions from 180 days to 270 days from the date petitioners receive the fiscal impact statement and official ballot title from the secretary of state.

Maintains April 30 as the absolute deadline for circulating petitions and obtaining signatures in the year of the general election, whichever deadline occurs earlier.

Changes the legislative district requirement from at least 32 districts to two-thirds (2/3) of the legislative districts, each requiring 10% of qualified electors' signatures from the last general election.

Retains the requirement that total signatures statewide equal at least 10% of qualified electors at the time of the last general election.

Declares the act an emergency measure effective upon passage and approval.
