Increases the signature requirement for initiative and referendum petitions from 6% to 10% of qualified electors at the time of the last general election in each of at least 18 legislative districts.

Requires the total number of signatures statewide to equal or exceed 10% of all qualified electors in the state at the time of the last general election.

Petitions must still be printed by the persons or organizations sponsoring the measure and circulated throughout the state's counties.

Declares an emergency clause, making the act effective upon passage and approval.
