Reduces the time period for gathering initiative petition signatures from 18 months to 270 days, beginning when petitioners receive the official ballot title from the secretary of state.

Maintains the April 30 deadline for signature circulation and submission, whichever occurs earlier between the 270-day period or April 30 of the election year.

Shortens the signature submission deadline to the first day of May in the election year, or 270 days from receipt of the official ballot title, whichever is earlier.

Requires county clerks to verify signatures within 60 calendar days of the submission deadline, but no later than June 30 in the election year.

Declares an emergency effective date, making the act effective immediately upon passage and approval.
