HB 307 - Idaho Contractor Licensing and Registration Act

• Renames Chapter 52 of Title 54 Idaho Code to the "Idaho Contractor Licensing and Registration Act" and establishes a two-tier system: registration for nonstructural work and licensing for structural work requiring building permits

• Requires contractors to obtain licenses or registrations through the Idaho Building Code Board (established under Section 39-4106) with application fees not exceeding $1,250 per year, effective January 1, 2020

• Establishes seven types of contractor licenses: general engineering, general building, residential and small commercial, specialty, construction trades instructor, alarm company, and alarm company agent; requires applicants to demonstrate 2 years construction experience and pass competency testing or hold relevant degrees

• Requires licensed or registered contractors to display their license/registration numbers on business materials, contracts, and permits; building permits must conspicuously display contractor credentials starting January 1, 2020

• Denies lien rights to unlicensed/unregistered contractors unless otherwise exempt; allows board to suspend, revoke, or fine contractors up to $1,000 for violations; requires 8 hours of continuing education every 2 years for license renewal
