Current Idaho state statutes and do-not-call registries have become ineffective because callers operate from outside the United States or use sophisticated hacking methods to avoid detection and legal consequences.

Unwanted phone calls are causing Idaho citizens to avoid answering phones, thereby interfering with legitimate business communications and commerce.

State and local governments lack the jurisdiction and expertise to control offshore illegal phone call activities, necessitating federal intervention.

The House Chief Clerk is directed to forward copies of this memorial to Congress, Idaho's congressional delegation, and the Federal Communications Commission.
