Urges Congress to review the National Environmental Policy Act (NEPA) environmental assessment process for transportation projects to ensure stakeholders are quickly and fully informed whenever wildlife crossing infrastructure is proposed as an option.

Requests that state transportation agencies be given clear guidance to inform stakeholders early about the extent and potential impact of projects involving animal crossings and related infrastructure.

Commends the Idaho Transportation Department, ITD District 6, and the Federal Highway Administration for recommending a preferred alternative for the Targhee Pass reconstruction project on U.S. 20 that addresses highway needs and safety without including wildlife crossing structures and fencing.

Acknowledges that 78% of Fremont County residents voted against wildlife crossings and fences in an advisory ballot question during the November 2018 general election.

Directs the House Chief Clerk to forward copies of this memorial to the Idaho Transportation Department director and board, as well as to Congress and Idaho's congressional delegation.
