Increases the Commission for Reapportionment from six to seven members, with the seventh member selected by majority vote of the governor, lieutenant governor, state controller, state treasurer, and superintendent of public instruction.

Changes the approval requirement for final commission actions on proposed apportionment plans from a two-thirds majority to a simple majority vote of commission members.

Requires the Legislative Council to prepare statements and directs the Secretary of State to publish the proposed constitutional amendment and arguments as required by law.

Submits the amendment question to Idaho voters at the next general election asking whether to increase commission membership and change the voting requirement for final actions.
