Amends Rule 41 of the Idaho House of Representatives Rules to clarify procedures for member pairing on roll call votes.

Requires pair slips to be submitted to the Chief Clerk before voting begins and announced after roll call completion, with pairs recorded in the Journal.

Specifies that pairs are broken if all members are present in their seats or if any paired member debates, asks inquiries, or answers a roll call on the paired measure.

Establishes that two members may pair on standard votes, but three members (two affirmative and one negative) are required to pair on measures requiring a two-thirds majority.

Prohibits pairing on veto override votes.
