Establishes a statewide "Blue Alert" system developed and implemented by the Idaho State Police to alert the public when a suspect in a law enforcement officer death or serious injury case remains at large and poses a serious public threat, or when a peace officer goes missing in the line of duty.

Blue Alert activation requires three conditions: a law enforcement agency believes a suspect has not been apprehended, the suspect may be a serious threat to the public, and sufficient information exists to disseminate to the public that could assist in locating the suspect or missing officer.

Allows alerts to cover less than statewide areas if the nature of the incident makes it probable the suspect remained in a specific geographic location, as determined by the Idaho State Police division.

Mandates termination of the Blue Alert when the suspect is located and in custody, the peace officer is found, or the Idaho State Police determine the alert system is no longer an effective tool for locating the suspect or officer.

Provides immunity from civil liability for any entity or individual involved in disseminating Blue Alert information and extends similar immunity protections to radio and television broadcast organizations.
