Establishes licensing requirements for electrical installers through the Idaho Division of Building Safety, with qualifications and experience standards set by the Idaho Electrical Board.

Allows electrical installers to take the journeyman electrician's examination and, upon passing, receive a journeyman electrician's license.

Sets licensing fees for electrical installers at $55.00 for initial three-year licenses, $45.00 for renewals, and $55.00 for revivals.

Adds electrical installers to existing regulatory provisions governing violations, inspections, permits, and administrative rules for all electrical trades in Idaho.
