Defines "gender identity" as a person's actual or perceived gender identity, appearance, mannerisms, or other characteristics, with or without regard to the person's sex at birth.

Defines "sexual orientation" as a person's actual or perceived orientation as heterosexual, homosexual, bisexual, or asexual.

Prohibits discrimination based on sexual orientation and gender identity in employment, public accommodations, education, and real property transactions.

Applies protections consistently across all areas covered by existing civil rights law, including hiring, housing, education access, and public services.
