Increases the maximum damages limit in evaluator decisions from $20,000 to $35,000 total damages to a party under Idaho Code Section 7-1509.

Updates all references to the damages cap throughout the statute, including provisions regarding trial de novo proceedings and parties' agreements to limit claims for alternative dispute resolution purposes.

Maintains existing restrictions that evaluator decisions cannot include exemplary or punitive damages, and that evaluators may only award costs and attorney's fees under applicable contracts.

Preserves all other procedural requirements for evaluation decisions, trial de novo requests, cost and fee assessments, and offers of compromise in special proceedings.
