Replaces terminology from "prisoner" and "compensation" to "inmate trainee" and "training stipend" throughout Idaho Code sections 20-412 and 20-413A.

Establishes that inmate trainees receive training stipends determined by the board based on quantity, quality, and skill level of work performed, paid from the correctional industries betterment account.

Clarifies that inmate trainees are not employees of the state, board of correction, or private agricultural employers and are not entitled to worker's compensation or unemployment compensation benefits.

Authorizes the board to contract with private agricultural employers for inmate trainee participation in production, harvesting, and processing of perishable agricultural food products, contingent on board rules ensuring worker displacement prevention and inmate trainee safety.

Permits deductions from inmate trainee stipends for costs of incarceration, court-ordered restitution and fines, reentry resources, and other board-determined fees and deductions.
