Modifies the appointing authority for regional behavioral health boards to consist of the current chair of the regional behavioral health board, one representative of the department of health and welfare, and one chair of a board of county commissioners of a county situated within the region.

Removes previous language that specified "chair of a board of county commissioners" and replaces it with "one (1) chair of a board of county commissioners of a county situated within the region."

The appointing authority committee shall meet annually or as needed to fill vacancies on the board.

Regional behavioral health boards continue to consist of 23 members with specified representation from county commissioners, state employees, consumers, advocates, law enforcement, healthcare providers, educators, and justice system representatives.

Board members serve four-year terms, with initial appointments staggered so one-third serve two years, one-third serve three years, and one-third serve four years.
