Requires each school district and public charter school to develop an annual continuous improvement plan that is data-driven and includes analyses of demographic data, student achievement and growth data, graduation rates, and college and career readiness.

Plans must set clear and measurable targets based on student outcomes, include a vision and mission statement, include key performance indicators, and report progress toward previous year's improvement goals.

Annual plans must be reviewed and updated by October 1 each year and made available to the public on the school district or charter school website.

Allocates up to $6,600 per school district and public charter school from the public schools educational support program for training on continuous improvement processes, strategic planning, finance, superintendent evaluations, ethics, and governance.

Establishes 14 statewide student readiness and improvement metrics across three grade bands (elementary, middle, and high school) covering reading readiness in grades 1-4 and career and college readiness.
