Amends Section 33-1632 of Idaho Code to establish the Idaho Mastery Education Network composed of public school districts and charter schools collaborating to transition Idaho to mastery-based education.

Requires the state department of education to provide ongoing statewide outreach and communications to promote mastery-based education to teachers, administrators, parents, students, business leaders, and policymakers.

Directs the Idaho Mastery Education Network to advise the superintendent and state board of education on transition progress, develop evidence-based recommendations, implement legislative policies, and provide professional development and resources to participating schools.

Allows the state department of education to distribute appropriated funds directly to public school districts and charter schools participating in the network that have been selected to receive mastery-based education grants.

Requires all participating public school districts and charter schools to develop plans describing how they will maintain a mastery-based approach, including processes to develop rubrics and assessments necessary to determine mastery and award credit.
