Creates Chapter 61 of Title 33, Idaho Code establishing programs for college and career ready students to take flexible schedules or graduate early.

Eligible students must be at least 16 years old, maintain a 3.5 cumulative GPA, achieve a college and career readiness score on ACT, SAT, or similar exam, and obtain parental permission if under 18.

Eligible students may opt for flexible schedules allowing them to take elective courses, career technical education programs, apprenticeships, internships, tutoring, or other board-identified activities instead of completing remaining graduation requirements.

Eligible students may alternatively opt for early graduation and be relieved of completing remaining high school graduation requirements, though they must still complete civics test, economics and government credits, and senior project.

Students using flexible schedules may access advanced opportunities funding for approved activities; State Board of Education must establish rules to ensure proper use of distributed funds and implement enforcement provisions.
