Establishes the Transportation Expansion and Congestion Mitigation Program Fund to finance projects that expand Idaho's state transportation system and address traffic congestion, with funding from sales tax distributions and other appropriated moneys.

Authorizes the Idaho Housing and Finance Association to issue bonds secured by fund moneys to finance state transportation projects approved by the Idaho Transportation Board, with priority consideration given to mitigation of traffic congestion from the state campus site at 11311 West Chinden Boulevard in Boise.

Creates two new funds in the state treasury: the Transportation Expansion and Congestion Mitigation Program Capital Project Fund (for bond proceeds) and the Transportation Expansion and Congestion Mitigation Program Debt Service Fund (for principal and interest payments on bonds).

Allocates one percent (1%) of sales tax revenue, with a minimum of $15,000,000 annually, to the Transportation Expansion and Congestion Mitigation Program Fund, distributed after revenue sharing allocations to cities, counties, and other entities.

Authorizes the Idaho Housing and Finance Association to issue bonds for department of labor projects under specified conditions, requiring director approval, certification of available funds, and an executed agreement between the association and department director.
