Establishes a pharmacy benefit managers program in the Idaho Department of Insurance requiring all pharmacy benefit managers to register annually with the director beginning January 1, 2020.

Prohibits pharmacy benefit managers from preventing pharmacists or retail pharmacies from providing covered persons information about cost-sharing amounts and clinical efficacy of more affordable alternative drugs, and prohibits penalties for disclosing such information or dispensing affordable alternatives.

Prohibits pharmacy benefit managers from requiring network pharmacies to charge or collect copayments from covered persons that exceed the total submitted charges by the network pharmacy.

Exempts pharmacy benefit managers that exclusively service self-funded health plans not subject to chapters 40 or 41, IDAPA Title 41, or plans governed by TRICARE, Medicare, Idaho Medicaid, or medical assistance programs.

Authorizes the Idaho Department of Insurance director to promulgate rules and fees necessary to implement registration requirements and supervise pharmacy benefit managers.
