Prohibits third-party payers from requiring dentists to adopt fee schedules for non-covered dental services under provider participation contracts.

Allows dentists to stop following plan fee schedules once a patient has received services exceeding 200% of their annual maximum benefit (100% over the cap).

Once the 200% threshold is exceeded, dentists may either follow the plan's fee schedule or charge an agreed-upon fee not exceeding their lowest rate for uninsured patients.

Requires dentists to notify patients of their change in fee status when the 200% threshold is met.

Applies to contracts issued after December 31, 2019, with existing contracts required to comply by their next anniversary date, renewal date, expiration date, or collective bargaining contract date, whichever is latest.
