Revises the definition of "disabled" in Idaho Code Section 59-1302 to clarify that a person working or volunteering 10 hours or less per week or earning 25% or less of the minimum benefit threshold per week is considered disabled.

Requires wages earned while receiving disability retirement benefits to be deducted from a member's monthly disability benefit in 12 equal installments starting July 1 following receipt of W-2 forms, and prohibits hours worked during disability from counting toward retirement service.

Allows members receiving disability retirement to return to work for more than 10 hours per week or earning more than 25% of the minimum benefit threshold by notifying the executive director in writing, which terminates the disability allowance.

Permits resumption of disability retirement benefits if the member stops working within 150 days, requests reinstatement in writing, and the board determines the member remains disabled due to the same disability and cannot successfully return to work.

Clarifies that "return to work" excludes service on state boards or commissions meeting once per month or less where the retired member is not classified as an employee.
