Amends Section 12-117, Idaho Code, to revise the definition of "licensing authority" to include any agency, bureau, commission, department, division, or professional or occupational licensing board charged with granting, suspending or revoking licenses, certificates, registrations, permits or other authorizations to practice a profession or occupation.

Expands the definition of "person" to explicitly include individual, partnership, limited liability partnership, corporation, limited liability company, association or any other private organization.

Allows prevailing parties in administrative proceedings between a licensing authority and licensee to recover reasonable attorney's fees and reasonable investigative or defense costs necessarily and actually incurred.

Specifies that failure of a licensee to pay an award of costs or attorney's fees shall not be deemed a violation of licensure requirements if the licensee is in compliance with a payment arrangement made with the licensing authority.

Requires persons pleading $25,000 or less to satisfy requirements of Section 12-120, Idaho Code, in addition to Section 12-117 requirements before recovering attorney's fees, witness fees or expenses.
