Amends Section 23-313 to permit alcoholic liquor consumption on state liquor store premises for sampling purposes only, as defined in new Section 23-314.

Authorizes distilled spirits suppliers (manufacturers, rectifiers, importers, or wholesalers) and their representatives to offer free sample tastings at state liquor stores and distributing stations.

Limits sample sizes to 0.25 ounces of spirits per sample, with a maximum of 3 samples per person in any 24-hour period, and requires samples be served only by persons aged 21 or older to customers aged 21 or older.

Requires samples be served in a specifically identified tasting area within the retail store where staff can monitor to prevent underage or visibly intoxicated persons from possessing or consuming alcohol, with floor plans kept on file.

Provides that distilled spirits suppliers must purchase products from the Idaho state liquor division and pay all taxes, and exempts retail stores from liability arising from consumption of liquor authorized under this section.
