Increases the maximum fee for ownership and transportation certificates for horses, mules, and asses from $30 to $75 per certificate, with the same $75 limit applying to certificate transfers upon change of ownership.

Raises the maximum brand inspection fee for horses, mules, and asses from $1.50 to $10.00 per head, while maintaining the $1.25 per head fee for cattle.

Establishes a new equine farm service fee not to exceed $55.00 charged when a brand inspector must travel from his assigned duty post to complete a brand inspection certificate for horses, mules, or asses, with exemptions for livestock auctions and feedlots approved by the Idaho state department of agriculture.

Makes technical corrections to Section 25-1160 including clarifying language regarding minimum fees, non-scheduled livestock auction sales, and payment procedures for brand inspection services.
