Director of the Department of Water Resources may promulgate rules to implement a cost-sharing program assisting owners of artesian wells ordered to be repaired or plugged.

Department cost-share is limited to 50% of the total cost to repair or plug a well to bring it into compliance with Idaho minimum well construction standards.

Cost-share eligibility is determined based on an applicant's ability to pay, ability to obtain other funding, and available departmental funds.

Removes the prior sunset date that limited the cost-sharing program to the period from July 1, 1987, to June 30, 1992, making the program ongoing.

Well owners remain liable for all costs of repair or plugging undertaken by the department, with interest charged at up to 12% per annum and collection through civil action in district court.
