Prohibits willfully posting signs or communications indicating that public lands, private lands open to public use via easement/access agreement, highways, or navigable streams are privately owned or not open to the public, unless authorized by valid exclusive control lease or special use permit.

Prohibits willfully obstructing, blocking, or interfering with a person's attempt to lawfully enter upon or use public lands, private lands open to public use via easement/access agreement, highways, or navigable streams, unless authorized by valid exclusive control lease or special use permit.

Preserves existing protections against interference with lawful hunting, fishing, trapping, and wildlife control, including prohibition on harassment, intimidation, or threatening persons engaged in lawful taking of fish or wildlife.

Establishes penalties of up to $1,500 fine or six (6) months jail confinement for violations, plus treble civil damages available to injured parties and reasonable attorney's fees.

Exempts incidental interference from lawful land user activities, interference by landowners on their own property, and constitutionally protected activity from unlawful conduct provisions.
