Senate Bill 1101 Summary

• Establishes the legislative goal that every student reads at or above grade level by end of grade 3, requiring school districts to provide reading intervention programs to kindergarten through grade 3 students identified with reading deficiencies.

• Creates a new performance metric with four categories (below basic, basic, proficient, and advanced) for each grade level, to be established by the state board of education in alignment with Idaho content standards.

• Requires individualized reading improvement plans within 30 days of identification of reading deficiency, developed by teachers, principals, school personnel, and parents/guardians, with provisions allowing schools to proceed without parental participation after good faith efforts to engage.

• Mandates school districts report annually by October 1 to the state department of education on the number and percentage of students in grades K-3 performing at basic or below basic levels and proficient or advanced levels in reading.

• Establishes extended time literacy intervention programs requiring minimum supplemental instruction of 60 hours for below basic students and 30 hours for basic level students, with funding capped at $100 per student for transportation costs; effective July 1, 2020.
