Amends Section 33-5208, Idaho Code, to revise how the state distributes facilities funds to public charter schools for real property costs.

Changes the maximum facilities funding percentage cap from 50% to 80% of the statewide average amount of bond and plant facility funds levied per student by Idaho school districts.

Removes language that previously decreased facilities fund percentages when state educational support program appropriations decreased compared to the prior fiscal year.

Maintains the existing 10% increase or decrease mechanism based on 3% changes in total state educational support program appropriations, with minimum of 20% and maximum of 80% funding levels.
